This is a clip for attaching the trim under the BMW dashboard. Perhaps other cars use the same mounting system.

Parts commonly found in car interiors can deteriorate easily during removal attempts. If they don't break earlier due to impacts and mechanical vibrations, after many years, they may distort the dashboard trim.
